teenage marshalls

I have just read my weekly news letter/email from the trialing club I am a member of.
worryingly it says that its no longer legal to use teenage marshal's.
I have asked for further details on this as I am not sure if that's an MSA judgement for trials only or any motor sport.
Has anybody else seen this ?

17 - 19 year olds are teenagers and they can drink, drive (HGVs), get married and vote (not at the same time though :-)) I'm sure they can wield a brush or flag just as well as I can!

Section G of the blue book gives no minimum age but does say "1.1.3. As a general principle, all senior Officials should be at least 18 years of age" and "12.1. An adequate number of competent Marshals must be on duty throughout any event, allocated to locations and duties appropriate to their individual experience and training."
