1800 Ti rocker cover bolt/washer orientation

Just reset the tappets and wondered about the fancy metal/rubber washers on the screws fastening the rocker cover: metal face up or down?

I finally decided on metal face down, but as they have a metal sleeve around the bolt which will prevent overcompresssion, maybe it should be rubber face down?
Didn't leak for previous years metal face down.

Every Ti I've had, has had the metal face down.
