If the relay is clucking then you have a duck problem! With constant power on the red and power on the blue, it should motor up. Removing the power to the blue will make it motor down. Favourite is perished rubber hoses at the tank end. They then suck air instead of fuel.

I had a new alloy tank fabricated with a Rover in tank pump. I looked at swirl pots etc but there just wasn't enough space in a safe area to put it all.

I've seen quite a bit of talk about paint microblistering (presumably that is what my photo shows) in Reliants but never on any of the other fibreglass cars I've had. So is this something to do with being ~40yrs old, something specific to the paint Reliant used or perhaps poor prep at the factory? ...

Coat both components and wait for the solvent to flash off before jointing, parts will appear dry to the touch when ready. I use 12 minutes which seems about right.

Removing facia panel

The right hand binnacle will come forward with the top cover attached, you need to remove the indicator stalk together with the speedo connection. You should then have enough room to,pull it forward and disconnect the rest.

Autos are very awkward. Simplest is to use a socket on the alternator nut and keep the belt taut.
